To the Monrovia Unified School District Board of Education and Superintendent:

We, the undersigned students, parents, alumni and community members, respectfully request a public Board discussion and long-term plan for music education beginning at the elementary level and continuing through middle and high school.

At the September 23, 2026 Board meeting, community members and experienced music educators discussed the importance of elementary music education, Proposition 28 funding, and examples of programs operating in neighboring school districts.

California's Proposition 28 provides ongoing funding to supplement arts education in public schools. Districts receiving these funds have specific spending, reporting and accountability requirements, including an annual Board-approved public report describing programs funded, staffing, students served and school sites served. We respectfully ask MUSD to publicly review:

• How Proposition 28 funding is being used in Monrovia.
• Music and arts opportunities currently available at each elementary school.
• Options for consistent elementary music instruction.
• Models being used successfully in neighboring districts such as Temple City and Arcadia.
• How elementary instruction can connect to middle- and high-school opportunities including band, orchestra, percussion, color guard, choir, guitar and other performing arts.
• A clear plan and timeline for next steps, with a community update by December 2026.

Our goal is a sustainable elementary → middle school → high school music pathway that gives Monrovia students opportunities to discover music early and continue developing throughout their education.
