Deputies were on scene for about an hour before the car's owner, a 67-year-old Tampa man, walked outside and admitted the vehicle was his. He now faces two counts of animal cruelty. The Hillsborough County State Attorney's Office should pursue both cruelty charges to the fullest extent Florida law allows. The court should also make sure these two dogs are never returned to the same danger, including a ban on owning animals if the charges are proven.
