A young German Shepherd named Starr was found abandoned in a Brewster, New York strip mall with her muzzle wrapped tightly in electrical tape. The tape caused severe swelling, broken teeth, and damage to the tissue around her mouth, along with abrasions near her collar and scarring on her ear. Veterinarians at Brewster Veterinary Hospital say Starr will need extensive dental work, including extractions, plus reconstructive surgery before her recovery is complete.

The Putnam County SPCA Police is actively investigating who tied Starr's muzzle shut and left her to suffer, according to Chief Ken Ross. Whoever did this inflicted deliberate, prolonged pain on a defenseless animal and then walked away. That kind of cruelty deserves a full investigation, an arrest, and prosecution to the fullest extent New York law allows.

This case also exposes a bigger problem: penalties for extreme animal cruelty and abandonment in New York are too often too weak to match the harm they punish. The Putnam County District Attorney's office and the New York State Legislature have the power to change that, both by pursuing this case aggressively and by strengthening the laws that govern how cases like Starr's are charged and sentenced going forward.

Starr is described by hospital staff as "remarkably affectionate" despite everything she endured. She deserves justice, and so does every animal at risk of the same fate.
