The Issue

For the past year, a group of men from Philadelphia have been pulling up to a Manhattan street corner in the Diamond District and selling puppies out of their car trunk, no license, no vet records, no accountability. Buyers have paid as much as $4,500 for a toy poodle or goldendoodle with zero guarantee the dog is healthy. When police show up, the sellers just drive away.

This isn't a first offense. Two of the men have already pleaded guilty to the same crime near Philadelphia, and one walked away with a $400 fine, barely a slap on the wrist. New York passed the Puppy Mill Pipeline Act specifically to shut down exactly this kind of unregulated pet sale. The law is already on the books. What's missing is enforcement.

Animal welfare advocates warn that puppies sold this way are often sick, stressed, and traumatized before a single family ever brings them home. There's no oversight of where or how these dogs are bred, and no recourse for the people who buy them. Every day this operation goes unpunished, more puppies suffer and more New Yorkers get scammed.

The Manhattan District Attorney has the authority to prosecute under existing law and needs to make it a priority. NYPD needs to actually catch these sellers instead of letting them drive off before officers arrive.
