Proposed Changes to Animal Management Regulations on the Gold Coast
The issue
Since moving to Queensland, I have noted the fines for dogs being off-leash at the beach have significantly increased in a short period. On my morning and evening walks, I have come across many people who are unhappy about the current regulations. Based on these discussions, I have constructed some new and well-thought-out adjustments.

The main concerns discussed on walks seem to be around the fact that there are not enough off-leash dog beaches available to dog owners and their paw pals. The second is that the off-leash parks are not lit up in the early hours of the morning or late at night and pose a safety issue to all dog owners trying to give their paw pals some decent exercise after a long hard day at work.
My proposal is clear and simple. Change the beaches and parks restrictions to the following:
- Dogs should remain permitted to off-leash areas at all times in the current locations (The Spit, Tellebudgera and Currumbin dog beaches). In addition to these beaches, between 1 November and 31 March, there should also be an included off-leash beach midway between; Miami Hill through to Lavarack Road.
- Between 1 November and 31 March: Dogs should be permitted off-leash between 6:00 pm and 6:00 am (outside the flag times only).
- Between 1 April and 31 October: Dogs should be permitted off-leash at all times, on all beaches, outside the flags only.
- Between the flags: Dogs should still be prohibited at all times.
- Off-leash dog parks should have sufficient lighting to make them safe for dog owners between 5 am and 10 pm at night.
- GCCC's app should update these changes to clearly state which parks have sufficient lighting and the hours the lighting operates.
Gold Coast City Council should still monitor these beaches and continue to fine dog owners if they do not adhere to the following regulations:
- All aggressive dogs must remain on leash at all times.
- Dog owners must continue to clean up after their dogs.
- Dogs must be registered with their local council.
In this proposal, all parties have been considered and everyone wins!
