Subject: Proposal for the 28th Amendment: Enforcing Justice for Sexual Assault Victims

Dear Member of Congress,

I am writing to formally urge you to sponsor and support a constitutional amendment to fundamentally reform how our legal system addresses sexual violence. The current patchwork of state laws and institutional failures leaves millions of survivors without equal protection under the law.

Below is a proposed draft for the 28th Amendment (The Sexual Assault Justice and Equal Protection Amendment), structured in three critical sections:

Amendment XXVIII

Section 1. [Fundamental Right & Equal Protection]

The right of all citizens to be secure from sexual assault and sexual violence is fundamental to the guarantees of life, liberty, and the equal protection of the laws. Neither the United States nor any State shall deny or abridge the right of victims of sexual assault to a prompt, thorough, and impartial investigation and adjudication of crimes committed against them.

Section 2. [Enforcement & National Standards]

Congress shall have the power to enforce this article by appropriate legislation, which may include the establishment of uniform national standards for the collection and preservation of forensic evidence, the elimination of statutes of limitations for criminal prosecution of sexual assault, and the protection of victim privacy and safety throughout the judicial process.

Section 3. [Consequences & Accountability]

Any government entity, public institution, or private corporation that fails to comply with the enforcement standards established under this article, or that acts to conceal, mishandle, or fail to report an allegation of sexual assault, shall be subject to severe federal consequences. These consequences shall include the mandatory forfeiture of federal funding, substantial civil and criminal financial penalties, and criminal liability for individuals who knowingly orchestrate or participate in such institutional cover-ups.

Enshrining these protections into the United States Constitution is the only way to ensure permanent, uniform accountability across every state, campus, and workplace in the nation. I request a meeting with your office or a formal response detailing your stance on introducing this vital legislation.

Thank you for your time, leadership, and dedication to protecting the rights of all citizens.

Sincerely,

WE THE PEOPLE
