Promote Slain NYC Correction Officer Narain posthumously to Rank of Captain

The Issue

Jonathan Narain as we know was murdered while enroute to the job he cherished,  

If anyone knew Jonathan one of his goals was to be promoted to the rank of Correction Captain since he took the promotional exam. 

As is the practice by NYPD, FDNY, and other Civil Servant agencies, Officers killed in the Line of Duty,are promoted posthumously as a sign of respect, gratitude, and honor to the families they have left behind. We want that our fallen Brother be given the honor; either in Promoting him to Captain as he had already taken the exam, or be given the Officer Gold Shield as given to the Elite Officer Units ( i.e, DOI, IG, GI, etc ).
We the undersigned active Officers The NYC Department of,Correction, request that you take this under consideration and expedite this process before Funeral arrangements are made for Our Fallen Brother in Blue . Given the unfortunate circumstances that led to this tragedy, we believe it's the right thing to do.
