Promote Animal Welfare and Protection in Cebu

The Issue

Animals, both domestic and wild, play a significant role in our ecosystem. In Cebu, Philippines, there is an urgent need to promote animal welfare and protection. Despite the existence of the Animal Welfare Act of 1998 (Republic Act No. 8485), cases of animal cruelty continue to rise due to lack of enforcement and public awareness.

Animals are sentient beings capable of feeling pain and suffering. They deserve respect, care, and protection from harm or abuse. The Philippine Statistics Authority reported that as of 2018 there were approximately 12 million pets in the country - a clear indication that animals are an integral part of many Filipino households.

However, according to data from the Philippine Animal Welfare Society (PAWS), cases of animal cruelty have been increasing annually with hundreds reported each year. This includes abandonment, neglect, physical abuse or even death.

We call upon local government units in Cebu to strengthen their commitment towards enforcing existing laws on animal welfare and protection; invest more resources into educating the public about responsible pet ownership; provide support for local animal shelters; ensure stricter penalties for those who violate these laws; and collaborate with non-government organizations dedicated to this cause.
