The Issue
Community Policing as Scouting against Elephant defined as Cattle - livestock: Elephant defined as Cattle, under Indian Forest Act with many Police Act's in India, abused badly, needs immediate attention: Community Policing as Scouting for Elephants by Sukanya Berwal of Ahmedabad with Abhishek Kadyan and Suman Kadyan of Canada, restoring five freedoms, Elephant being National Heritage animal, protected under Wildlife Protection Act, 1972, whereas elephant needs immediate attention, to protect under the Emblems and Names (Prevention of Improper Use) Act, 1950, but it defined as cattle and livestock, under:
A). Indian Forest Act
B). Cattle Trespass Act
C). IPC 429
D). Haryana Police Act
E). Punjab Police Act
F). Chandigarh Police Act
G). Police Act UP
H). Gujarat Police Act
I). Bombay Police Act
J). Delhi Police Act
K). Himachal Pradesh Panchayati Raj Act, 1994
L). Himachal Pradesh Municipal Corporation Act, 1994
M). Himachal Pradesh Livestock and Birds Diseases Act, 1968: 3 (d) 'livestock' means all domesticated animals maintained on farms or by individuals including horses, donkeys, mules elephants, cattle, buffaloes, goats, sheep, dogs, cats or such other animals as may, from time to time, be specified by the Government by notification. Whereas KVIC obtained Trademark for IVORY, besides Gujarat Khadi and Village Industries Act, 2006, also needs amendment, omitting Ivory as scheme under PMEGP along with mechanism of Goods and Service Tax, which allowed ivory as consumable. Hence. WCCB with Project Elephant be directed to issue Advisory at once, keeping in view, National Board for Wildlife may consider it as agenda via circulation, to omit Elephant word from the definition of Cattle - livestock, as it was done earlier, in case of:
1. Haryana Cattle Fairs Act
2. Haryana Pachyati Raj Act
3. Punjab Cattle Fairs Act.
