Capital City Towing has been the subject of numerous complaints from residents of Harlingen community. This company's practices have been characterized as predatory, leading to dissatisfaction and distress among the vehicle owners. Towing vehicles must be a service to the Harlingen public, not an opportunity for exploitation. The people of Harlingen should not have to live in fear of unfair towing practices.
