Nurse discusses mental health impact of vexatious referral

This brave article shows the pressures this. nurse was under and the poor safeguarding she experienced at work in regards to her mental health.

If it had gone to NMC would they have taken context into consideration  and come to same conclusion?

Would they have thrown out due to history of vexatious referrals?
