Prioritize Immediate Funding & Construction for the Fossil Creek Pickleball Complex
The Issue
To the City Council of Fort Collins, Colorado: https://ourcity.fcgov.com/pickleball
WHEREAS, the City of Fort Collins' own ReCreate: Parks and Recreation Master Plan officially identified a critical deficit in local recreational infrastructure, noting a public requirement for at least 13 more outdoor pickleball courts to fulfill community demand by 2040; and
WHEREAS, the City of Fort Collins Park Planning department completed an extensive feasibility study determining that Fossil Creek Community Park is the most viable and structurally sound site for a new 12-court public outdoor complex; and
WHEREAS, Fort Collins voters overwhelmingly stepped up to support local recreation by passing the Community Capital Improvement Program (CCIP) capital tax renewal, which explicitly designates $4,300,000 for outdoor pickleball facilities. Hypothetically, with an average 5% inflation we immediately lose nearly $750k million in spending power and still no promise of "ground breaking" date; and
WHEREAS, the CCIP is structured as a rolling 10-year tax revenue schedule, leaving the exact construction start date and prioritization queue entirely at the discretion of the City Council; and
WHEREAS, severe impending project bottlenecks—including a shifting priority timeline and volatile construction inflation mostly tied to requirements, like the 10-foot sound barriers and noise-mitigation infrastructure—threaten to erode the buying power of the allocated $4,300,000 if construction is delayed. and
WHEREAS, do not use voter allocated money towards other projects. Hypothetically, city council may use the allocated money to create a budget surplus. Promises are one thing, actual work and cemented dates, and designs are another. We have fallen far below Loveland; and
THEREFORE, WE THE UNDERSIGNED residents, taxpayers, and recreational users of Fort Collins pickleball, respectfully demand that the Fort Collins City Council immediately take action to: Appropriate and greenlight the full $4,300,000 in CCIP funding for the 12-court Fossil Creek Community Park complex on the earliest possible budget cycle. Establish an accelerated groundbreaking date to protect public funds from inflation and prevent this voter-approved complex from sitting at the back of a decade-long queue.
Let's face it, pickleball isn't going anywhere.
