Hong Kong is governed by the principle of one country, two-systems since the handover from the UK to China in 1997. Underpinning this is a 50-year agreement guaranteeing Hong Kong's Basic Law. 
 
The Basic Law derives its authority from the Sino–British Joint Declaration, an international bilateral treaty signed between the People's Republic of China and the United Kingdom of Great Britain and Northern Ireland. Hong Kong (HK) residents shall have, among other things, freedom of speech, freedom of the press and of publication; freedom of association, freedom of assembly, freedom of procession, of demonstration, of communication, of movement, of conscience, of religious belief, and of marriage; and the right and freedom to form and join trade unions, and to strike.
 
China has reneged on this agreement and is now attacking the people of Hong Kong using organised gangs. The police have also failed in their duty to protect and serve the people of Hong Kong by allowing these gangs to roam the streets unchallenged.
 
To honour the Joint Declaration by giving the Hong Kong people full support with the following actions:
 
State that the ‘One Country, Two Systems’ is under great threat in the UK Foreign Secretary’s next six-monthly report on HK
 
Press for sanctions from the international community
 
Ban the further sale of policing and crowd control weapons to the HK police unless and until a proper investigation into the HK police and its excessive use of force has been carried out
 
Consider imposing sanctions on HK government officials and police chiefs who violated human rights (for example, by renouncing or revoking their right to re-apply for British citizenship).
