Currently two sites of mega storage dams in Pakistan with 6 MAF plus storage capacities are ready for construction - Kalabagh Dam (KBD) and Diamer Bhasha Dam (DBD). Both are essential to build soon as no large dam was built after Tarbela Dam in 1976. Since then water storage capacity of all reservoirs has reduced by about 37% due to siltation. KBD having become victim of politics, all efforts were diverted to DBD in 2007. Like KBD its design and tender documents were ready by 2010. In spite of 4 inauguration ceremonies having been carried out by different heads of state for political mileage, construction of main project has not taken off. Main reason being non-achievement of financial close due to refusal by World Bank for DBD being located in disputed territory and non-commitment by Asian Development Bank to finance the project. In this situation KBD is the only viable alternate option for enhancing water availability for irrigation purpose. Even otherwise KBD is preferential to DBD in almost all aspects as shown in comparison table for both projects.
