Consensus among all federating units of Pakistan is of prime importance for starting construction of Kalabagh Dam. Punjab in its present size (population wise) consumes largest chunk of country's revenue and therefore rightfully termed as "Big Brother" by other provinces. Equating all provinces in sizes to some extent will help in better performance and improved harmony. It will also eliminate reasons for mistrust on Punjab by Sindh on water management to a great extent. One possibility of having a consensus on Kalabagh Dam is to first redemarcate Punjab into smaller provinces (along with doing so with others). Then no one will mistrust the other on water control and have a say in opposition as majority. Some divisions for new provinces dovetailing adjacent areas of identical ethnicity and culture are shown in map below. This will result in falling Kalabagh Dam in Southern Punjab which will diminish mistrust and opposition by other newly carved provinces. We earnestly need new mega water storages to substantiate depleting storage capacity of Mangla and Tarbela dams, more so to coup with additional food requirements for exploding population expected to be more than 200 million in ongoing census. There are only two viable sites of 6 MAF plus storages which are at Kalabagh and Bhasha (all others being good for power production only). Both need to be built urgently prioritising Kalabagh Dam having obvious advantages over Diamer-Bhasha Dam as explained in update on this Petition. Let's not not qualify India's internationally weighted argument for utilising western rivers water for benefit of its people by letting water flow back to the sea.
