We Demand Immediate Implementation of J S Verma Commission Report to Ensure #NoMoreRapes
The Issue
CHARTER OF DEMANDS TO BRING AN END TO THE SCOURGE OF RAPE.
We, The People Of India, have initiated this petition to express our deep anguish, outrage and shame on the increasing cases of rapesamd other crimes against women which are taking place in our country and the indignity to which the rape survivors are being subjected to in life and death.
On 14th September, 2020 an innocent young 19 year old girl was raped and brutalized by four accused from her village in Hathras, U.P.As is the with most rape case, her family’s efforts to get a police complaint lodged against the accused was resisted by the authorities and the best medical treatment for her was delayed till it was too late. She was brought to Delhi for further treatment after more than ten days of the crime.
The brave daughter of India died on 29th Septemberafter fighting bravely for 15 days in the hope that justice will be delivered to her, but humanity and justice failed her.
What happened thereafter was a crime which was unimaginable in any civilized society. The local police cremated her body in the middle of the night in the face of vehment opposition from her family members. Her dear ones were not even given an opportunity to see her and pay their last respects to her. She went on her last journey alone, surrounded by strangers.
Her life and death has made it clear to all of us that a woman in India cannot expect security, dignity or equality in life or even in death, moreso if she belongs to a marginalised community.
The injustice meted out to her has left all of us with a feeling of suffocation and with a heavy burden on our chest.We cannot live with this feeling any longer. So time has come to put an end to the scourge of rape and all those who resist this change will be held accountable by the people.
After the Nirbhaya Rape Case, the Government of the day had under tremendous public pressure appointed Justice J.S. Verma Commission to make recommendations on how to solve this problem.
Justice J.S. Verma Commission after considering the systems in various Countries and adapating them to Indian situation made detailed recommendations on how to deter and prevent rapes and crimes against women and also how to make the criminal process senstive and dignified for the rape survivor.
A complete implmentation of the said report would have made a huge impact on the efforts to reduce crimes against women.However for reasons unknown and beyond the understanding of any civilised soul, the recommendations made in J.S. Verma Commission Report have not been fully implemented till date and as a consequence everyday more than 85 rapes are committed in India and everyday the survivor is humiliated and robbed of her dignity during reporting of the crime, medical examination, treatment, investigation and then trial.
According to NCRB, India recorded an average of 87 rape cases daily in 2019 and overall 4,05,861 cases of crime against women during the year, a rise of over 7 per cent from 2018.
Therefore, We The People of India, hereby serve this Charter of Demands to our Hon'ble Prime Minister and Leaders of All Major Political Parties of India and most humbly request, plead, beg you to immediately:-
1. Implement Justice J S Verma Committee Report.
2. Implement the directions of the Supreme Court inPrakash Singh vs Union of India.
3.Create more Fast Track Court's for Rape and POSCO cases.
4.Strictly implement Vishaka Guidelines at workplace.
We hope that you will understand and share our outrage, anger, pain and resolve and agree to accept our demands immediately.
However we make a solemn promise that incase these demands are not met and immediate steps are not taken to guarantee the safety and dignity of women, then we will be constrained to approach the Supreme Court of India for implementation of Verma Commission Guidelines.
