Government should come with a road map to abolish civil services. PSU can elevate their good engineers to the board, Banks can elevate their good officers as directors or CMD, government department can elevate professional officers. education department can elevate good teachers as secretary for education etc. Commerce ministry should have industry CEO etc serving as secretary etc. health department can have good nominated doctors to serve. If our foreign secretaries are business men they will network and get more business for India, there are many such examples. If principal of a college is a teacher, why cant we have senior officers in education minister who is chosen from academic background and nominated there for few years. Aviation ministry can have retired officers from air force,. Shipping ministry can have retired officers from navy. 

Civil services has become has become a big barrier and not allowing many sector professionals to get involved in nation building. It creates a demotivating that non civil servant can never come up.

Most youngsters aspire to become civil servants to change the nation no doubt about it. But they lack the experience. There real motivation is to enjoy power . We need people having experience in a domain to work as a senior officer in particular department. Look at most Multi national companies like ABB Siemens they are running very well because there chairman are those guys who joined the company as youngster worked there for long time and took good experience and understood all the problems,
