Request Indian Railways to offer full refund for cancelled tickets

Recently the Civil Aviation Ministry has written to all private airliners to offer full refund of airfare, if cancellation is done within 24 hours. Its definitely a welcome move. As expected pvt airliners have resisted this and asked for time to decide.
IRCTC is 100% owned by Govt of India. The cancellation charges levied by Railways for cancelling confirmed and wait list tickets is too high, ranging from Rs. 60 to Rs.120, depending upon the class. Tatkal tickets doesn't have provision of refund at all. Railways has been doing for many years now.
Also Tatkal window opens for AC at 10 am and for Sleeper at 11 am. People who are desperate to travel, book AC tickets because they are unsure if they will get sleeper ticket at 11 am. This too is unfair. The sleeper class should open at 10 am and AC at 11 am.
These are against public interest and amount to unfair trade practice. These must go.

I hereby request the railways to implement the following
1. Offer full refund of ticket fare for normal bookings, if cancellation is done within 24 hours from booking (if the chart has not been prepared)
2. Offer full refund of ticket fare for tatkal bookings, if cancellation is done within 4 hours from booking (if the chart has not been prepared). If full refund not possible for Tatkal, atleast offer 75 percent of ticket fare if cancellation done within 4 hours
3. Open tatkal booking for Sleeper and 2S at 10 am and AC at 11 am
As IRCTC is 100% owned by Govt of India, it can be immediately implemented if the ministry decides
