INDIAN MEDICOS IN DANGER

The Issue

We , Medical Students of India strongly OPPOSES THE UNION GOVERNMENT recent  proposals

1)       National EXIT EXAM after MBBS  .

2)       50% IN SERVICE RESERVATIONS .

3)      Allowing Foreign Graduates to Practice without clearing Qualifying Exam .

We are in utter shock about the recent proposals of Union Health Ministry – On one side , having a proposal to allow Foreign doctors to allow practice even without clearing the qualifying  exam , you also wants Indian Medical Graduates to clear a EXIT EXAM to practice MEDCINE . We feel is as insult not just to us , but also for the Medical Education System being practiced in India from all these years . 50 % In service reservations won’t solve the expected purpose , but leaves the thousands of fresh graduates hopelessness , de motivating the students and further generations by marking the DREAM Of Medical Profession as an adventure .  

*****************************1) NATIONAL EXIT EXAM :************************************

We have a uniform curriculum and syllabus allover India and the examination pattern are well designed and monitored .

There are only a few Deemed Medical Universities in India and even their genunity of exams are monitored by Government and MCI . It is alos to be noted that such Deemed Private or the Independent National Institutes are standing as premier Institutes both at National and State Level .

Ex : AIIMS , JIPMER , AFMC , MANIPAL , KLE , SRM , RAMA CHANDRA , AMRITA etc .

In rest other medical colleges the exams are conducted by the EXCLUSIVE HEALTH UNIVERSITIES or the Universities which are under the complete control of respective state governments .

We feel that  the main reason for proposing the EXIT EXAM after MBBS is unexplained and unjustifiable .

The Exam pattern in MBBS is so difficult when compared to other professional courses that OUR PASS MARK IS 50 % both in written and practical examinations , that too without ANY CHOICE of questions in theory exams .

Our daily working hours are also fixed by MCI from 8.00 AM – 4.00 PM with only 30 vacation holidays per year and 6 working days per week . In most of the countries from where our Indians are persuing medical education , they enjoy 3 months vacation holidays , with maximum 3-5 teaching hours per day in 5 week days . HARDSHIP Of Indian Medical Graduates should be respected and can’t even be compared with foreign Medical Graduates .

Already there is a lot of difference between the availability of MBBS and CLINICAL PG seats in Medical Colleges and thousands of young doctors are suffering years long  and on average more than 2 years to get a PG Seat .

Our Government always failed in understanding the agony of a YOUNG DOCTOR who is left helpless and unhappy with an MBBS degree in hands and with a lot of pressure from society about the Specialization .

But now , it is highly  pathetic that our esteemed Govt wants to grab away even the little pride left for us as qualified doctors to practice medicine , even after completion of our internship .

IT CAN ALSO TURN DISATROUS DESITION : The main training for MBBS students is being received during INTERNSHIP PERIOD  and if there is a EXIT EXAM , the focus of students would be on the preparation more than SERVING PATIENTS . As the GOVT wants to treat an Indian Medical Graduate equally with the Foreign Graduates who finishes course even without having hands on training in basic emergency and medical procedures  , even our medicos will be motivated to just be a SCRAP with just BOOKISH KNOWLEDGE TO CLEAR ANY EXAM .

 

********************** 2 ) 50 % IN SERVICE RESERVATIONS : *************************

There is recent supreme court judgment against such reservations .

Even any percentage of reservation can’t be accepted and as per the supreme court suggestions , some additional marks can given for those who are in government service .

But coming up with 50 % reservation hits the opportunity of fresh graduates to have a Post Gradation .

The main motto for this may be mentioned as the non availability of specialist doctors in government sector , just with an impractical approach . The main reason for that is the pay scale of  Specialist or Super specialist doctors . A NURSE holding a Bsc degree is paid 3-5 times more than that they would be paid in private sector , but a SPECIALIST DOCTOR  is being offered only ½ to ¼ th of what they can earn in private sector .

Thousand of doctors are Jobless as of today ; and if the government is really bothered about public health all the interested once can be employed and specialist training can be given and their services can be utilized in specialty departments .

IMPORTANT SUGGESTION IN REGARD : There are 1000's of Diploma Specialists who wanted to pursue  MD / MS Course . Allow Post Diploma DNB or MD / MS Courses in all District Hospitals too and utilize their services for 2 years by affiliating the Non Teaching District Hospitals to near by Medical College and allowing the Professor there to be Guide for these doctors additionally . Now , just for DNB , 100's of Diploma Specialists are joining in Corporate Hospitals  and benefiting them . Why not their services be UTILIZED FOR POOR PEOPLE COMING TO DIST GOVT HOSPITALS .

A special amendment can be brought to periodically review the pay scales of Specialty doctors in as par with the pay in private sector  , so that many specialists can join in government hospitals .

Giving 50 % reservations for In service doctors is attempted in few states like Andhra Pradesh from 9 years and now majority of Specialist doctors who availed MD / MS seat in Service Reservation are leaving the government service after finishing 5 years of Bond period . Almost all of them wanted to practice in medical colleges even in 5 yr bond period  and no one wants to work in peripheries after becoming the specialist .

 

****************************3 ) ALLOWING FOREIGN GRADUATES TO PRACTICE WITHOUT CLEARING EXAM :**************************************************

We have previously represented about the thousands of foreign medical students suffering due to the pattern of Exit Exam being conducted . It is highly unaccepted that the exam is intentionally made difficult to clear , protecting the price of donations in  Indian Medical Colleges .

               Now , to our surprise – Ministry of Health and Family welfare recommended you to allow them to practice in India without even passing the  exit exam . This is heights of all medical negligence as we don’t even know , how the standards of medical education are in many countries .

                So many third world or TINY countries which are making money by offering MBBS courses in their Govt Medical Colleges can also start selling the MBBS / MD DEGREE’s now .  This is highly Unethical to allow any one with a certificate by some nation in the world to practice medicine in INDIA . 

                We request you to verify the pass percentage of the past MCI Foreign Graduate Exit Exams and then decide the level of Quality  of medical education being offered to foreign graduates in many countries . For Ex : Most of the CHINA Medical Universities will not even allow foreign graduates to deal their patients , they have to just observe . For them they are allowing foreign students just for dollars .

                We request you not to accept the proposal and instead send an explanation about all the ill consequences . It is like allowing anyone to practice medicine and deal with HUMAN LIVES .

                At the worst scenario , atleast limit them strictly to the RURAL AREAS  . Design a certificate course and allow only those who clears that .

Considering all the facts ,We request you not to go back with your above amendments and proposals .
