STOP Intrusive Surveillance of Persons Technology ISPT Implementing in Singapore June 2020

The Issue


On 8 May 2020, Minister Lawrence Wong unveiled plans to mandate ISPT Intrusive Surveillance of Persons Technology including wearable dongles and ramped-up apps using Apple-Google collaboration to track humans continuously. He said: "When we are ready with a solution, we will explain what that solution is, and we will want everyone to pick it up."With ISPT every citizen will be tagged and policed 24/7. Such strategies have already been rejected by people of other countries as infringement of civil rights to privacy, and hence their governments had not implemented them.


Seal and Stop Spread at Source Most Important Strategy for Infection Control
The cornerstone of control is to seal and stop spread at source instead of trying to catch up and contact trace ever increasing circles of infection. This was unfortunately not rendered in Singapore as evidenced by explosive numbers within our foreign workers despite aggressive contact tracing strategies.  PM Lee you stated in your 8.2.2020 address:” If the virus is widespread, it is futile to try to trace every contact”. As a tiny nation with nearly 25000 cases, we are in the top 10 countries of the world by case density: 4217 cases/per million persons, surpassing the top Covid country in the world USA ( 4192/million). By contrast, Taiwan(18/million), Macau(69/million) and Hong Kong (140/million) , have controlled the situation marvellously by their early actions at source.


Current Contact Tracing Strategies Already Electronically Enabled

Singapore’s contact tracing team employs advanced electronic surveillance methods,digital footprints and camera data; surely there is no need to escalate this further  with personal tracking devices. Our current local transmission is only 3, these teams should be able to handle the volume with their existing resources.

Acceptance of ISPT being Used as Precondition for Restoring Controls

On your 8.2.2020 address, PM Lee you stated “Most Singaporeans should remain well, and of those who get ill most should expect to recover”. 3 months later this is indeed true. While you had urged Singaporeans to carry on with our lives, Mr Wong on 8.5.2020 stated that “That is clearly not going to happen” . Introducing ISPT technology after the circuit breaker would appear to take advantage of mentally weakened, socially isolated and financially compromised citizens to simply accept intrusive monitoring as a precondition for release of controls.

Need to Mandate Government to Safeguard Citizens’ Rights to Privacy

In his CNA interview on 27.3.2020 PM Lee you stated that your government would press ahead with elections as the strongest team, strongest mandate was needed to handle this national emergency.As we prepare to consider this weighted decision for the future of Singapore, how could we award a mandate towards any initiative to be continually tracked like a prisoner? We the citizens of Singapore beg you to instruct your 4G ministers not to do this.
