We need harsher punishments, and compulsary jail time, and a lifetime ban on owning or living with animals if found guilty if cruelty, neglect or murder of animals. Just like Pedophiles, these abusers wont be any different to animals "three years"  later. If they have confined and mistreated animals, why should he not serve time? We need sentences that will deter this behaviour. With laws as they stand, even getting a prosecution is exceptionally rare, even though its happening everyday. Please share far and wide so we can get some action on this!
