Use of tobacco causing cardiovascular and many other non-communicable diseases. Health burden caused by tobacco alone is said to be about Rs. 143 billion and it is the poor who face the brunt of the health burden. In 2019, the Cabinet approved a health levy bill on tobacco products for the betterment of public health which unfortunately could not make it to the budget 2019-20.

This levy could have generated more than Rs. 40 billion rupees of revenue which could have supported the pandemic-struck healthcare system. and other sustainability projects in Pakistan.

FBR, as party to this case, gave in writing that it has no objection on imposition of levy but there is no progress up till now.

Therefore, the main purpose of this petition is that the government should ensure imposition of Health Levy on tobacco products because of their harmful effects on human health.
