Prevent pets from being taken back to neglectful homes

Prevent pets from being taken back to neglectful homes
The Issue
Hello everyone. I am starting this petition out of frustration from a personal experience. One of our neighbors has two dogs, a chihuahua and a pitbull mix who are constantly getting out through a hole in their owner's fence. We have called animal control to come to get the dogs on multiple occasions because the owners haven't been home. When we tried talking to the animal control person who is most familiar with the two dogs about what we could do to get them out of that home, he simply said that as long as they keep paying the fines to get their dog back, the dogs go back to the home. Their owners rarely know when their dog has escaped and rarely go out to look for them. I am constantly worried about dogs that don't even belong to me. I am worried about how long they are left outside when no one is home. I am worried about how long it will be before they run off into the road and get hit by a car. Yet, there is nothing I can do about it as long as their owners are willing to pay constant fines.
This is only MY story about this issue and I'm sure there are much more similar to it. Something needs to change because the quality of life of these animals is at stake. Too often they are treated like an object rather than a companion, and that is just unacceptable.
I am tired of feeling like there is nothing I can do to help these dogs get out of their bad situation, so I am taking all the action I can to fix the larger issue at hand. I am starting this petition to take to our representatives in Colorado to enact a law that prevents these neglectful dog owners from continuing to get their pets back after three infractions against them. The lives of many animals are at stake because of the leniency we allow.
