Prevent Low Income Elderly Living with Serious Mental Illness from Becoming Homeless
The Issue
Adults living with Serious Mental Illness receive approximately $44 per day from the State of California to provide for their care and housing. Adults diagnosed with a Developmental Disability receive approximately $191-$391 from the State of California to provide for their care and housing.
$44 is not enough to provide quality care and housing for the Seriously Mentally Ill population. The rising cost of housing, providing staff 24 hours a day 7 days a week to care for and the rising cost of food make it impossible to care for Seriously Mentally Ill on just $44 per day. As a result, Adult Residential Facilities that care and house individuals with Serious Mental Illness are closing at alarming rates putting thousands of elderly and adults living with Serious Mental Illness at risk of homelessness with no place to go and no one to help meet their needs.
LARCA Members and Community Supporters Demand the following:
1. Immediate infusion of $2,000 per bed for each state licensed facility with 70% of their census on SSI and living with Serious Mental Illness with no supplemental assistance including all AB 1766 population facilities.
2. Implementation of the 1915 c Waiver to provide care and housing to low-income residents living with Serious Mental Illness that is on par with those living with Developmental Disabilities.
Adult Residential Facilities prevent homelessness and provide meals, housekeeping, laundry, and medication management. Failure to take medications is a key predictor of psychiatric relapse which can lead to overuse of emergency services, incarceration, and homelessness.
