PETITION TO REGINA CITY COUNCIL  

To the Mayor and Members of Regina City Council:

We, the undersigned residents of Regina, are calling on City Council to vote against the proposed amendments to The Regina Animal Bylaw, 2009 and return the matter to Administration for a comprehensive review and stronger reforms that prioritize prevention and public safety.

Recent years have seen an alarming increase in roaming dogs and aggressive animal incidents in Regina. Families, children, and residents should be able to walk in their neighborhoods, use parks, and play outside without fear of encountering uncontrolled or dangerous animals.

While the City has proposed amendments to the Animal Bylaw, these changes do not go far enough to address the real problem. The proposed amendments focus primarily on increasing fines after incidents occur, rather than implementing the stronger preventative measures needed to stop dangerous situations before someone is injured.

Fines alone are not an effective deterrent, particularly for repeat problem owners who repeatedly allow their animals to roam or behave aggressively. By the time a fine is issued, the harm has already occurred.

Regina residents deserve bylaws that prevent attacks—not simply punish them after the fact.

We are calling on City Council to reject these amendments in their current form and direct Administration to return with a more comprehensive strategy that meaningfully improves public safety.

A stronger review should include:

• Effective measures to address repeat problem owners whose animals repeatedly roam at large or behave aggressively, or who disobey animal bylaws
• Earlier intervention tools when animals demonstrate dangerous or aggressive behavior  
• Stronger enforcement mechanisms to ensure responsible pet ownership  
• Prevention-focused policies that reduce the risk of dog attacks before they happen  
• A comprehensive review of best practices used by other Canadian cities to manage dangerous animals and protect residents  

Public safety must come first. The safety of children, families, seniors, and everyone using public spaces should never be compromised because bylaws lack the strength to prevent dangerous situations.

We respectfully call on Regina City Council to:

1. Vote against the proposed Animal Bylaw amendments in their current form;  
2. Direct Administration to prepare a comprehensive report with stronger prevention-focused reforms;  
3. Ensure the next set of recommendations meaningfully addresses dangerous animals and repeat offenders in our community.

Regina residents deserve real solutions that protect people before harm occurs.
