His Excellency, President Rodrigo Roa Duterte, is hereby petitioned to VETO the insertions made by certain personalities in Congress in the General Appropriations Act (GAA) for 2020 to PROHIBIT PAO FORENSIC LABORATORY FROM USING the PAO BUDGET (MOOE) FOR ITS OPERATIONS.

If the insertions are allowed to be implemented, they will render the PAO Forensics laboratory inoperable, and such a decision will have the most impact on the following:

1. The potential for evidences in the alleged killing of "Kulot", Carl Arnaiz, Red Santillan by the police, to be corrupted, with the cutting of the PAO budget since evidences need electricity for their safekeeping and to maintain the integrity of said evidences.

2. The halting of forensics investigation on the Sulpicio Lines tragedy, when families have been waiting in grief for more than 7 years for justice to be served; their family members who faced tragic deaths at sea still have not been granted justice and peace still eludes families after nearly a decade of waiting. 

3. The discontinuation of the services offered to families of those vaccinated with the Dengvaxia vaccine (with nearly ONE MILLION Filipino youths vaccinated), which would add to the anguish among those families of the 150 completed investigations into the deaths of their family members. Such service is rendered by the PAO for free to the less privileged, and would now have to be taken away if the insertions are NOT vetoed.

Methodically, and silently these legislators from the Senate and House of Representatives are killing the PAO FORENSIC TEAM, the only people brave enough to collect evidence from the body of DEAD DENGVAXIA VICTIMS now numbering 150 children and adults, including a physician, a police officer, and a hospital worker. The PAOFT had the courage to reveal their findings of torture and intentional killing of Red Santillan, the killing "execution style" of Kian, Carl and Kulot.

Who will help the poor and the victims after these solons and senators have eliminated the PAO FORENSIC LABORATORY?

Concerned Filipino citizens of the country implore that the President of the Republic of the Philippines, His Excellency Rodrigo Roa Duterte, look and dig deeper into the mentioned insertions in the General Appropriations Act (GAA) for 2020 to PROHIBIT PAO FORENSIC LABORATORY FROM USING the PAO BUDGET (MOOE) FOR ITS OPERATIONS, and to VETO them, so the PAO can continue its mandate of serving the needs of those most under privileged, who, at more times than not, are made to suffer the malpractice, negligence, neglect of duty or hunger for profit of the rich and powerful arms of Philippine society.
