Why does someone life insurance policy count as an income and deny a senior citizen help

I have a 87 year old mother that was denied assistance because she has a life insurance policy and the Medicaid program consider this as an income and without insurance the state will only pay up to 250 dollars for a burial expenses only thing I was looking for is to have her go to a day program throughout the week so she won't be just stuck inside the house and only insurance she does have is Medicare which doesn't cover anything after working all your life and be left without any help the life of being a senior citizen this could be us in the future ok and not only she will not be eligible for home health care this is what their saying the life insurance carries a cash value and they combined that value with her monthly value from social security which now makes it exceeds the maximum total allowed to receive Medicaid which is needed for all senior day care programs and their is no other source  of income for her only the Medicare which does not cover for any help unless I was to fully have her placed in a nursing home which is far out the question so I hope you see the long term picture because our seniors are living longer than they expected not asking for much just to be able to finish living like playing bingo sew crafts and arts games is this to much to ask for  thank you her daughter Debra
