Dear Ian:
Thank you for writing to share your concerns regarding a Federal Communications Commission (FCC) proposal to expand wireless spectrum. I appreciate the time you took to write, and I apologize for the delay in my response.
I understand that you are concerned about an FCC proposal to expand wireless spectrum to allow for a so-called fifth-generation (5G) of wireless connectivity. I recognize that you are concerned that this proposal would require additional building of cell phone towers and that you worry this may expose you and your neighbors to unhealthy levels of radiofrequency.
As you may know, the FCC started the rulemaking process on the proposal to expand wireless spectrum in October 2015. The deadline to leave a public comment was on February 23, 2016, which allowed individuals and stakeholders to weigh in with their thoughts about the proposal before the FCC took it up for consideration. On July 14, 2016, the FCC approved the proposed rule. More information regarding the rule can be found at the following link:

As you may know, the FCC is in charge of setting the standards for radio frequency exposure to the public. The current FCC guidelines are based on recommended exposure criteria issued by the Institute of Electrical and Electronics Engineers, American National Standards Institute, and the National Council on Radiation Protection and Measurements, amongst others. Since 1996, it has been the policy of the FCC to cooperate with industry, expert agencies, and health and safety organizations to ensure that the FCC’s guidelines continue to be appropriate and scientifically valid.
In 1996, the FCC published a final rule for maximum permissible exposure standards for FCC-regulated transmitters that limits the Specific Absorption Rate (SAR), the amount of energy absorbed by body tissue, to no more than 1.6 watts per kilogram over 1 gram of tissue. On August 5, 2013, the FCC published another final rule that clarifies the procedures by which to evaluate compliance with RF exposure limits and details mitigation steps to ensure compliance. I will not accept that this was already voted upon and decisions made long before they had 5G for cellular phone network even completely researched and developed. I have worked in electronics/ computers all of my life's. That response from Ms. Feinstien was taken offensively.
