In your March 24 press conference, you made the following statements:

"I am saddened by the news that the virus has claimed the lives of our doctors along the way. Lahat po sila ay bayani,"

"Bihira ako sumasaludo sa tao, pero mga doktor natin, mga health workers na na disgrasya, talagang saludo ako sa inyo,"

On these two statements, we, the Filipino People, agree wholeheartedly. With this, we petition you to bestow on these fallen doctors and health workers the distinction of national hero and, after this crisis has passed, honor them with an offer of a hero's funeral at the Libingan ng Mga Bayani.

As of March 29, 2020* there have already been twelve (12) tragic casualties among our doctors & health workers with this number sure to rise before this war is won. In a country where our healthcare system is far from developed their mere service is not only a fulfillment of their obligation as professionals but an act of bravery and patriotism as Filipino citizens. In short, like soldiers going to war so that civilians can continue to enjoy liberty, our doctors and health workers are our soldiers in the war of our generation.

Our front liners voluntarily put our welfare before their own by risking infection and death in the line of duty. This is doubly true for those who fall in high-risk categories by virtue of their age and pre-existing conditions.
Our lives literally depend on their ability to show up to work every day. They are our first and only line of defense in a fight where the infrastructure around them is severely lacking to combat a global pandemic.

However, the sad reality is as we continually fight against COVID-19, much like soldiers who fall in battle, these heroes are not given the proper farewell befitting their selfless sacrifice:

DOH guidelines state that those who die of COVID 19 must be buried within 12 hours. This deprives the Hero's family of the opportunity to grieve & properly celebrate the life of the departed.
Due to the limited supply of testing kits and the highly infectious nature of the disease, these infected front-liners spend their final hours in isolation away from family & loved ones often obtaining their confirmed positive test results within days or hours before dying.

Therefore we request that you honor the memory of these heroes by offering them a hero's burial at the Libingan ng mga Bayani pursuant to your powers as Commander in Chief of the Armed Forces of the Philippines.

Sa inyong talumpati noong Marso 24, 2020, binigay niyo ang mga sumusunod na pahayag:

Ang sambayanang Pilipino ay lubus-lubusang sumasang-ayon sa mga pahayag na ito. Ang ating mga doktor at health workers ang kasalukuyang nagpapakita ng hindi pangkaraniwang katapangan sa gitna ng krises. Dahil dito, hinihiling po naming maipagkaloob sa mga pumanaw na health workers ang dangal ng pagiging bayaning Pilipino sa pamamagitan ng pagbigay sa kanila ng “Hero’s Burial” sa Libingan ng mga Bayani.

Noong Marso 29, 2020, 12 na ang naitalang mga doktor at health workers na sumakabilang-buhay sa gitna ng peligrong ito. Maaari pa itong tumaas hangga’t sa tuluyan nang matapos ang pandemyang COVID-19. Ang sistemang pangkalusugan ng ating bansa ay maaari pang mapabuti at ito ay malayo sa kalidad ng ibang bansang kasalukuyang dumaranas ng parehong pagsubok. Ang katotohanang ito ay hindi tumitinag sa ating mga health workers na patuloy na nagbibigay-serbisyong higit pa sa kanilang sinumpaang tungkulin na pangalagaan ang kalusugan ng bawat Pilipino. Maaari natin silang ihalintulad sa mga sundalong patuloy na pinoprotektahan ang ating kalayaan – araw-araw na lumalaban hangga’t manalo sa pinakamalaking digmaan ng ating henerasyon.

Ang ating mga health workers ay boluntariyong naglalagay ng kanilang mga buhay sa peligro. Kabilang dito ang mga mailalagay sa kategoryang delikado dahil sa edad o mga naunang kondisyon.
Ang buhay nating mga pangkaraniwang mamamayan ay nakasalang-alang sa kanilang abilidad na magbigay serbisyo araw-araw – sapat man ang mga pangunahing pangangailangang medikal at imprastraktura o hindi.

Gayunpaman, ang realidad ay kailangan nating ipagpatuloy ang laban sa COVID-19, at tulad rin ng mga sundalong yumaon sa gitna ng digmaan, ang mga bayaning ito ay hindi nabibigyan ng tamang paalam na kapantay ng kanilang sakripisyo:

Ayon sa alituntunin ng DOH, ang mga indibidwal na namamatay sa COVID-19 ay kinakailangang ilibing sa loob ng 12-oras ng pagkamatay. Dahil dito, ang mga mahal sa buhay ng mga pumanaw na health workers ay hindi nabibigyan ng sapat na oras upang magluksa at magbigay-pugay sa mga naging sakripisyo ng namayapa.
Dahil sa limitadong test kits, haba ng pila sa pagbibigay ng resulta, at mabilis na pagkalat ng impeksyon, ang mga nalalabing oras ng ating mga health workers ay tinatahak nang nag-iisa, malayo sa piling ng kanilang mga minamahal.

Sa gayon, aming hinihiling na bigyang-pugay ang sakripisyo ng mga bayaning ito sa pamamagitan ng pag-alay sa kanila ng Hero’s Burial sa Libingan ng mga Bayani alinsunod sa inyong kapangyarihan bilang Commander in Chief ng Armed Forces of the Philippines.
