The Issue
This petition is to appeal on behalf of animals exploited in research which has been funded by the National Institutes of Health for many years. Bill H.R. 1905 is sponsored by Rep. Brenden F. Boyle D-PA and H.R. 1744 is sponsored by Rep. Alcee L. Hastings to and will bring an end to a majority of the animals held in testing and passage of these bills into law will help all animals exploited unnecessarily by the NIH and medical schools enormously. DO CONTACT YOUR REPRESENTATIVES IN WASHINGTON DC ASKING YOUR REPRESENTATIVES TO VOTE FOR THESE MEASURES AND CO-SPONSOR EACH BILL. Writing or emailing your Representative will make a huge difference and takes only a few minutes of your time. This petition respectfully requests The President of the United States Joe Biden and Vice President Kamala Harris to take action immediately to permanently end testing on dogs and cats. The petition does ask the President and Vice President to act by fast track signing into law animal protection measures. H.R. 1905 and H.R. 1744 and also SB 971. HB 5090 will be re-introduced in 2021. The signature of President Biden as an executive order to abruptly end animal testing and fast track bills written by the elected representatives of the citizens of the United States is very welcome! https://www.navs.org/ These animals are not different than the loved animals owned as pets by people in the United States and in many countries around the world. Dogs are biologically different from humans thus research conducted on them is not usable to further human health interests. Often the results of research at the cost of life to the animals is thrown away. The studies done on dogs or cats are not continued because results and progress is demonstrated, but in fact only because continued funding is requested by a researcher. Further funding for studies which have never shown gains in medical science has continued for years. Often animals which could be safe and loved are exploited unnecessarily as if an unfeeling object during testing. I empathize with the obvious anxiety of the imprisoned animals I have seen in videos. They do display deep distress for the pain they have endured. Cats with metal apparatuses attached to their spines. How painful this has to be! A Peta video shows a young Shepard pup within a cage desperate to be taken out. These animals are unable to perform any natural behaviors and the horrible suffering is well documented. The cruel testing continues over the years because taxpayers dollars are granted by the National Institute of Health to fund it. When progress or valuable data is not what determines continued funding for any science project involving animals, we must demand that this process end.. Funding is often guaranteed given a request of the NIH by a lead researcher, so the pain continues. President Biden has the power over this and can decide it ends and stop it. Once granted, testing will likely continue on and on for years without ever one over view. Even when it has been proven and widely accepted in the scientific community the non living alternatives gain more reliable and superior results which are usable to further the objectives of the scientific investigations. Advances in alternatives to using animals continue to be created in discoveries in an on going fashion and now the use of dogs in particular has no scientific value at all, yet dogs still die in labs. It is extremely difficult for citizens to accept the United States Government has a care about how much money is wasted when millions are wantonly thrown at exploiting, destroying animals when modern non live alternatives are so available.
