Change the law denying ONLY African American children an IQ test

The Issue

Everyone should support my petition because there are children in California who are going without proper educational help due to their race. I started this petition because today my son was evaluated for his speech and motor skills because he has delayed speech. In the middle of the evaluation I was told that IQ tests are performed but that my child could not have this test done ONLY because he is half African American. I was shocked that something like this still existed. I researched it and seen that a law was passed in 1979 , that does not allow African American children to be given these tests to assign the child to any special education program except the state supported gifted and talented program. I really believe this test can benefit my son greatly. The test would show where he needs help and what areas the teachers need to help him in. I feel this law is very racist and discriminating. I do understand that in 1979 and prior to that year there were some unfortunate events that happened causing this law. I believe the events were not addressed as they should have been. I believe this law is holding back my child and many others from getting the help they  need and deserve. Why is it that in 2014 my child who is half African American was denied an IQ test but a child of any other race would have been given this same test? I feel every child should have equal rights to every level of education. I am doing this not only for my son but for every other child who may need help regardless of their race. All children should be treated equally. Please support my petition so that this law can be changed. Support my petition so every child is noticed and is heard. Support my petition so that our children of our future can get the best education possible without race getting in their way.
