The Issue

To: Village of Waterford Board of Trustees, Development Authority, and Planning Commission

Dear Members of the Board, Authority, and Commission

We, the undersigned residents of Fairview Estates, Kettle Glen Subdivision, Mulberry Downs, Park Place, and Park Villas, respectfully submit this petition to express our strong opposition to the pending petition by FHB Investments, LLC to amend the Vision of Waterford 2018 Comprehensive Master Plan and to rezone parcel IDs 191041927003413 and 191041927003005 from B-2 General Business to R-1 and R-3. This matter is currently scheduled for a public hearing on January 21, 2026, at 6:00 p.m.

We are deeply concerned that the continued reduction of remaining commercial land within the Village of Waterford will negatively impact the Village’s long-term tax base. Commercial development plays a critical role in supporting municipal services, infrastructure maintenance, public safety, and community amenities without placing an additional financial burden on residential property owners.

Amending the Master Plan to further reduce or eliminate opportunities for commercial development risks limiting future economic growth and fiscal sustainability for the Village. Once commercial land is rezoned or developed for non-commercial uses, it is extremely difficult—if not impossible—to restore those opportunities.

The 2018 Comprehensive Master Plan envisioned a community where residents could live and work locally, supporting both economic vitality and quality of life. The proposed amendment undermines this vision and departs from the Plan’s original intent, which was thoughtfully developed with resident input and long-term community interests in mind.

According to the 2018 Comprehensive Master Plan, 78.8% of Village residents work outside the Village, while only 21.2% work within the Village. The Village expressed an interest in creating additional business and commercial opportunities as a strategy to reduce this imbalance. Retaining the FHB parcels for commercial use directly supports this stated goal.

The 2018 Comprehensive Master Plan also includes survey results indicating that residents desire more retail and service opportunities, such as grocery stores, sit-down restaurants, family entertainment venues, hardware stores, and “unique shops.” Keeping the FHB parcels zoned for commercial use would further these stated community desires.

The introduction of multi-family housing within a predominantly single-family community will adversely affect home values, disrupt community cohesion, and alter the established character of the neighborhood.

We respectfully urge the Board of Trustees, the Development Authority, and the Planning Commission to give due and deliberate consideration to the long-term implications of the proposed amendment and to preserve the remaining commercial parcels in accordance with the 2018 Vision of Waterford Comprehensive Master Plan. Furthermore, we formally request that a comprehensive evaluation—including, but not limited to, traffic impacts, infrastructure capacity, property values, and neighborhood cohesion—be conducted prior to any approval, in order to safeguard the intent and integrity of the Plan.
