(R-1 (Low-Density Single Residential) to B-2 (General Business) at the northwest corner of Celeste Road & Lafitte Road, Saraland, Alabama)


TO: The Saraland Planning Commission, The Mayor and The City Council of Saraland

STATEMENT OF OPPOSITION

We, the undersigned residents and property owners in the vicinity of Celeste Road and Lafitte Road, respectfully oppose the proposed rezoning of property at this intersection from R-1 (Low-Density Residential) to B-2 (General Business).

Our opposition is based on the following concerns:

  • Inconsistency with the Saraland Master Plan
    The Saraland Master Plan identifies the Celeste Road area for continued low-density residential (R-1) use. Rezoning this property to B-2 is inconsistent with the City’s adopted long-range land-use policy.
  • Incompatibility with Surrounding Uses
    The subject property is surrounded by established R-1 residential neighborhoods and is directly across from two active churches. General business zoning is incompatible with nearby homes and community-serving institutions.
  • Traffic, Safety, and Infrastructure Impacts
    B-2 zoning would increase commercial traffic, turning movements, noise, and congestion on streets designed for residential use, creating safety concerns for residents, church congregants, and pedestrians.
  • Spot Zoning Concern
    Rezoning a single parcel to B-2 within a predominantly R-1 area, and contrary to the Master Plan, appears to constitute spot zoning, benefiting a single property owner at the expense of the surrounding neighborhood and public interest.
  • Precedent and Neighborhood Integrity
    Approval would set a precedent for future commercial encroachment into residential areas along Celeste Road, undermining the integrity and predictability of Saraland’s zoning framework.

REQUEST

We respectfully request that the Saraland Planning Commission recommend denial of this rezoning request and that the Saraland City Council preserve the existing R-1 zoning classification for this property.
