The Issue
Dear King's Point Neighbors,
In recent months, several large King's Point properties have been purchased for the purpose of dividing the original plat into much smaller parcels. These smaller parcels will, in turn, accommodate smaller homes with correspondingly smaller yard space, more densely packed dwellings, yielding higher density, which is counter to the original intent, character and harmony of the King's Point neighborhood and deed restrictions.
Primarily, this has been made possible with the introduction of water and sewer utilities. Secondly, most of the deed restrictions in King's Point have not been preserved as they were recorded over 30 years ago. An effort to enforce the recorded deed restrictions would require costly legal fees. The minimum R1 lot size in Panama City is 6,000 sq. ft. The minimum R1 Lot size in Bay County is 8,000 SF. This means an acre lot, which is 43,560 feet, could potentially be divided into 7 lots. Most lots in the King's Point neighborhood are approximately 1/2 acre lots, meaning over time and circumstance (think Hurricane Michael) our neighborhood could potentially double in density. The threat to the character of our neighborhood and to our communal quality of life, should this be allowed to continue unabated, is obvious.
A group of concerned neighbors has formed an ad hoc committee to work with both the county and the city to essentially make the original deed restrictions permanent, as well as to remove all possibility of potential R2 or multifamily development and prohibit transient type housing. This group has already met with city and county commissioners and planners toward this goal. From the discussions with them, it has become clear that codifying the old deed restrictions into county and city zoning codes is possible ONLY IF A STRONG PLURALITY OF THE RESIDENTS DESIRE IT.
To this end, your signature is required in this petition to the city and county to codify the zoning codes for our neighborhood. The timeliness of this petition and the signatures of King's Point Residents is urgent. WE HAVE CHOSEN CHANGE.ORG DUE TO ITS REPUTATION AND FORMAT, BUT WE ARE NOT REQUESTING MONEY. PLEASE DO NOT FEEL THE NEED TO CONTRIBUTE TO CHANGE.ORG’S REQUEST.

We, the undersigned citizens of Panama City, Florida, residing in the R-1 zoned neighborhood of King's Point, hereby petition our city and county representatives to:
Recognize and uphold the original minimum lot size requirements established for the R-1 zoning district deed restrictions within King's Point.- Amend relevant ordinances or regulations to explicitly prohibit the reduction of lot sizes below the traditional minimum through future real estate transactions within the R-1 zoned areas of King's Point and to prohibit R2 or multifamily development, as well as transient-type housing.
