If you spend $1300/Y on the M4 you will get just over $500 discount. This means the actual cost of using THE M4                          is   < $800.

Effectively:

1. If you spend >$1300/Y you lose

2. If you spend between $500 and $1300 you lose.

3. Then we can say that you are paying for those that are not using the M4 to ensure the private contractor cover his cost and make a significant return on his investment. 

4. In summary those who chose to use the M4 are penalised.

5. We demand that a transparent cost / profit for each trip is provided to the public so that we can be reimbursed fairly.

6. I recommend that if we don't have a resolution by  31/11/2018 we take action to block the M4 until such time we are treated fairly.
