Letter to The Honourable Ralph Goodale, Minister of Public Safety and Emergency Preparedness EXCERPT #1: Until and unless the Final Report on High River Charter violations by the Civilian Review and Complaints Commission for the RCMP answers all the unanswered questions, these poll results are unlikely to improve significantly. This will result in more residents of High River and other communities in Canada refusing official evacuation orders or delaying their decision to evacuate in any future emergency; thereby, putting many more people at risk of serious injury and/or death and making emergency operations and response more difficult and costly. EXCERPT #2: If the Civilian Review and Complaints Commission for the RCMP won’t or can’t answer all these unanswered questions because their Terms of Reference were too narrowly defined in the first place, then I see no option but for our new government in Ottawa to seriously consider calling a judicial inquiry into all that went so wrong in High River following the flood of 2013.
