Premier Mike Baird, please take action to kerb RSPCA NSW indifference to animal cruelty.

Premier Mike Baird, please take action to kerb RSPCA NSW indifference to animal cruelty.
The issue
For five years near neighbours and animal activists have been protesting and urging RSPCA NSW to take action to close Camp Kitty, located at 230 Conimbla Road,Cowra NSW.
Cruelty aspects regarding this place have been documented in a recent petition on Change.org titled Tell the RSPCA NSW that this is cruel. This petition received over 7000 votes with many adverse comments detailing the lack of action in dealing with many issues of animal cruelty in other locations.
The State Government gives the RSPCA a considerable annual grant to assist in the work of protecting animals and certainly in their efforts or lack thereof at Camp Kitty. I now ask the government to reconsider the monies given to this organisation and re direct them to a more pro active organisations.
Our emails to the Minister responsible for administering POCTA (Niall Blair) remain unanswered, and I also ask that the Premier looks into his inaction in stopping the suffering that the cats have been subjected to in the time he has been the responsible Minister.
I believe that Cowra Council has spent approximately $200,000 in legal fees to prevent Camp Kitty from continuing to operate unchecked, but now it seems the owner of Camp Kitty is simply moving to another location to continue his behaviour. To date the RSPCA NSW has failed to prosecute the owner of Camp Kitty for breaches of POCTA.
I would ask that you please write to Premier Baird and enquire why the Minister responsible for administering POCTA has so far treated our enquiries with such indifference.
