The issue

Pets go missing every day, families search frantically through pounds, vets, social media and flyers trying to find their beloved pet. A lot of the time people find a pet roaming and choose to keep them rather than having them scanned for a microchip and many of them will go to the vet for a check up, illness, injury ect but because it's not mandatory to scan all new patients, these pets aren't reunited with their loved ones. There have been many cases of pets being reunited after long periods of time and it being obvious that they have been well cared for(some have even had surgery or wounds treated by a vet). By implementing mandatory scanning for all new patients and providing vets with a list of chip numbers of missing animals, pets could be reunited with their families. It only takes 2 minutes to scan a pet and input the number into the database, imagine how happy a family could be because of that 2 minutes. I would also like to see the fines, which are already in place, actually be enforced for those who do not hand in a found animal in the allocated time frame.
