We, the undersigned petitioners and registered voters of the Cayman Islands, direct the Cayman Islands Government to defer any further grants of the nearly 1,000 Permanent Residency and Employment Rights applications until such time that the over 1,200 registered and unemployed Caymanians who are seeking employment have first obtained employment and until such time that the over 600 graduating Caymanians have first secured employment or furthered their studies.
We therefore place before the registered voters of the Cayman Islands the people-initiated referendum question as to whether those registered as electors in the Cayman Islands give their consent for the Cayman Islands Government to grant any further Permanent Residency and Employment Rights applications to non-Caymanians seeking to obtain Lifetime Rights to employment and residency in the Cayman Islands PRIOR TO addressing the employment and residency needs of their Caymanian population first.
WHEREAS the economy in the Cayman Islands has been growing to the point that the CIA (Central Intelligence Agency) has ranked the Cayman Islands as the 4th leading country in the world with the highest migration rate of foreigners entering into the Cayman Islands;
AND WHEREAS there are over 1,200 registered and unemployed Caymanians who cannot obtain employment or adequate housing for themselves and their Caymanian dependents;
AND WHEREAS there are over 600 graduating Caymanians who are now entering into the workplace where the country’s priority should be in guaranteeing these Caymanian school leavers the right to employment first.
By the Cayman Islands Constitution Order 2009, (hereinafter referred to as the “Constitution”), this People-initiated Petition shall have the effect and purpose of complying with the provisions of Section 70 People-initiated referendums of the said Constitution, with the express intention of presenting it to the Cabinet of the Cayman Islands Government to hold a referendum on the matters set out above.
By their signatures herein, each petitioner hereby understands, acknowledges and agrees that this People-initiated Petition shall be used and presented for such purpose and hereby gives their full consent to such use and presentation.
