The current legislation in NSW is in disarray with so many loopholes that it allows dogs to suffer terrible cruelty on puppy factories – regardless of whether they are operating legally or illegally. The legislation protects the commercial interests of puppy farmers, not the dogs.

Dogs suffering terribly and enduring deplorable conditions cannot be seized from puppy factories in NSW, even if they are in breach of the legislation.

They can legally be caged for 23 hours a day and there are no mandatory/regular inspections by the council for puppy factories attached to permits. On top of this, the already-weak legislation is not being enforced as it is, and the industry regulates itself.
