To the Prime Minister of India 

Dear Sir, 

One category of cars causes totally avoidable deaths on the road. These are high-priced cars with show-off value. They can reach high speeds unsuitable for Indian streets. They attract young drivers who often impress their friends with large spends at pubs followed by a drive through the city. 

Let me hasten to add that I am not concerned with recent cases. New Laws can only deal with the future. It cannot target the accused retrospectively.

We must consider enacting a bill to reduce the irresponsible use of such cars. In case of an accident that kills someone, police should seize the used car, auction it, and give the sale value to the victim's heirs. This will discourage parents from letting immature adults drive these dangerous cars. 

The owners of such cars are often influential people who can manipulate the auction. So, the law should enable recovering the balance value from the car owner if the auction fetches less than 90% of the purchase price. 

The car owner should not be eligible to own, hire, or borrow a car during the rest of his lifetime that exceeds limits set by the law on engine power, weight, or engine capacity.
