Portsmouth City has a shortage of family sized homes and the Portsmouth Plan notes a predicted increase in the number of people who will require larger, family sized properties in the future.
House of Multiple Occupation (HMO)s have subsumed large parts of the city and due to weak controls and the profits associated with the development of HMO's they threaten to subsume remaining family sized homes across the city.
Copnor Residents Association has asked Portsmouth City Council (PCC) to:
1. Put a hold on all pending and future HMO planning applications in Copnor pending a full audit of existing HMO’s.
2. The introduction of a family housing strategy with protected status for current family neighbourhoods such as Copnor, where HMO concentrations should be reduced to 5%.
