In India, a lot of noise pollution is created by the unnecessary honking by vehicle drivers and bikers. Currently, the stipulated noise levels are fixed in the range of 93 db to 112 db(decibel), which is very high.In fact, the incessant honking is also seen as one of the key causes for increasing hearing loss and damage to eardrums. 

Interestingly, India is one of the few countries that still have vehicle horns with such high levels of noise. In several countries in Europe and the US, the stipulated level of horn noise is far less and there are even stringent laws to deter unnecessary honking.(Source: NDTV)

Though the same article speaks of government wanting to reduce the decibel limit... If there is any action, it is very slow or negligible.

I wish to request the MoEFCC to expedite and set stringent laws, which define the decibel level beyond which horns should not be manufactured and that there should be a hard penalty for those manufacturers who produce horns having sound beyond the stipulated Db and also take action against unnecessary honking riders...
