The Issue

We, the undersigned, call upon lawmakers at the national, state, and local levels to enact meaningful and transformative police reform rooted in accountability, professional standards, and community trust. Our communities deserve law enforcement systems that serve and protect all citizens, not just a privileged few.

Why This Matters:

Police reform is not just a political issue-it's a matter of public safety, civil rights, and the integrity of our justice system. The current system too often shields misconduct, enables abuse of power, and fails to reflect the standards expected in other critical professions. It's time for comprehensive, enforceable reform that benefits both law enforcement and the communities they serve.

Our Demands for Comprehensive Police Reform:

1. Eliminate Qualified Immunity Completely - Except where professional standards are raised significantly to match other regulated industries.

2. Mandatory Professional Liability Insurance - Officers should carry insurance for civil rights violations and misconduct.

3. Minimum 5-Year Training Track - Officers must complete education and supervised patrols before serving independently.

4. Community Engagement Programs - Oversight by mental health professionals, union officials, and community advocates.

5. Mental Health Professional Dispatching - Dispatchers must assign mental health professionals when appropriate.

6. Citizen Advisory Boards - Establish community-based boards with local residents.
7. Union-Led Community Advocacy Events - Police unions must host public engagement forums.
8. Victim Impact Assessments - Mental health evaluations required before settlements.
9. Misconduct-Specific Budgets - Departments and unions fund their own misconduct budgets. 10. Military Equipment Justification - Public justification for military-grade purchases.
11. Public Audit of Confiscated Property - Transparency through regular audits.
12. Conduct Fund with Incentives - Bonuses only if misconduct fund remains unused.
13. Debt Accountability Clause - Misconduct debts to be repaid before bonuses are given.
14. Taxpayer Accountability Through Property Tax - Tied to local property taxes.
15. Anti-Corruption Standards - Same as state and federal intelligence agencies.
16. Know Your Rights in Schools - Education on legal rights and police interactions.
17. Constitutional Competency Tests - Officers must pass rigorous constitutional tests.
