While the tragic circumstances of Regis Korchinski-Paquet remain under investigation, it is evident the Toronto Police Service was ultimately unsuccessful in de-escalating her mental health crisis and likely exacerbated the circumstances by their very presence. Although the Toronto Police Service has undergone various iterations of sensitivity training in recent years, has made strides, and certainly has strides to make, an anti-oppressive approach to policing should account for the pervasive historical trauma and cultural oppression police presence is associated with for many minority groups. As such, police presence alone –under normal circumstances and during mental health crises— may be retraumatizing. Furthermore, crisis interventions can be inherently traumatizing experiences, as they may require involuntary measures (e.g. police custody; hospitalization) revoking a person’s personal rights and freedoms when they’re a risk to themselves or others. As such, Mobile Crisis Intervention Teams (MCIT) are better suited to intervene in these situations.

MCITs are collaborative partnerships between participating Toronto area hospitals and the Toronto Police Service. The program partners a mental health nurse and a specially trained police officer to respond to situations involving individuals experiencing a mental health and/or addictions-related crisis. In keeping with the 2015 JKE Inquest Recommendation, the Toronto Police Service has since implemented MCITs, which can be very effective in providing specialized crisis intervention; however, they remain sparse and inconsistently available, thus, insufficient to address the GTA’s growing mental health and addictions concerns. We need more MCITs. Now is the time to expand the MCIT program.

In honour of Regis Korchinski-Paquet, we’re urging the Toronto Police Service to increase the availability of MCIT teams to provide more sensitive, less oppressive, crisis intervention throughout the GTA. That’s the very least Ms. Korchinski-Paquet deserved.
