Niantic allowed pokestop nomination in a few countries, but trainer needs to be at level 40 to nominate one. 
Firstly, in rurals we don't have enough pokestops & secondly, most of the trainers are far below level 40.
Please make the game fair for everyone! 
Getting to level 40 is not a joke when we don't have 'enough resources'. There are many diehard Pokémon fans but they don't play this game due to lack of resources. Niantic, Please consider!
