The Issue
I believe all animal lives matter. They have souls; they feel pain just like we do. It is our duty as humans to protect all living things, and that includes the countless stray dogs in Pakistan who are currently facing unimaginable cruelty.
On the streets of Pakistan, a death sentence doesn't come from a judge. It comes from a piece of poisoned meat, a blunt instrument, or a gunman hired by the local municipality.
Every single day, thousands of stray dogs are subjected to agonizing, systematic executions. Strychnine—a chemical that causes uncontrollable seizures and eventual suffocation without loss of consciousness—is routinely hidden in food. Others are beaten to death or shot in broad daylight, leaving their bodies to rot in gutters as a "warning" to other strays.
These dogs are not monsters. They are survivors. They are the loyal neighborhood watchdogs, the quiet companions of street vendors, and the innocent animals who wag their tails at the very humans who are paid to kill them. We are allowing a cruelty so severe that it would trigger international outrage if inflicted on any other living creature.
The brutal irony? This mass slaughter doesn't even work.
Municipalities use the excuse of "rabies control" and "public safety" to justify this bloodshed. But animal welfare experts and the World Health Organization have proven, time and time again, that mass killing is a catastrophic failure. When you kill dogs, you create a "vacuum effect." Dogs from surrounding areas quickly move into the empty territory, breed rapidly, and the stray population bounces back within months. Worse, the sudden chaos actually increases the risk of rabies outbreaks.
Killing is not population control. It is a symptom of lazy governance.
The proven, scientific solution already exists: CNVR (Catch-Neuter-Vaccinate-Return). When dogs are sterilized and vaccinated, the population stabilizes and naturally decreases over time, rabies transmission drops to near zero, and the dogs become calmer and less territorial. It is cheaper in the long run, it protects public health, and it respects the sanctity of life.
We are demanding an immediate end to this barbarism.
We call upon the Establishment, the Prime Minister of Pakistan, Provincial Chief Ministers, and all local municipal corporations to immediately issue a nationwide ban on the poisoning, shooting, and beating of stray dogs. We demand that all municipal budgets currently allocated for culling be immediately redirected to mass CNVR programs run by trained veterinary professionals.
