Whose negligence is causing assault on Doctors?

When a patient under a care of a doctor is not taken care of, it is medical negligence and the doctor can be held liable. We as citizens are under the care and protection of the Police and Law of this country. If they are unable to take care of us, will they be held liable? If a doctor on duty is beaten by hooligans, who will be held liable? Whose negligence has led to this situation. Is it the Inspector General (IG) of Police or Director General of Police (DGP)? Is it the Home Minister? Is it the Law minister? Or is it someone else? Or maybe nothing can be done to stop this because we are living in barbaric state.
