I've been asked to clarify. I reached out to the DND Ombudsperson's office to file a grievance. I was informed during a recorded call by Douglas Janoff, now a well compensated senior bureaucrat in another federal department, "We are not in a position to investigate."; and "We don't investigate anything prior to 1998." Both comments are outright lies! When asked to provide a written refusal of service. He stated that I can't expect anything in writing from either the DND Ombudsperson or himself. Clearly, they are neither neutral, transparent, or independent of the military chain of command or civilian management.
