Plymouth/Terryville CT Property Tax Increase

The Issue

Petition Regarding Property Revaluation Increases and Taxpayer Protections in Terryville/Plymouth, Connecticut

We, the undersigned residents and property owners of Terryville and the Town of Plymouth, respectfully express our serious concern regarding the recent property revaluation results and the substantial increases in assessed property values affecting homeowners throughout our community.

While we understand that property revaluations are periodically required under Connecticut law, the magnitude and speed of these increases have created significant financial stress for many residents. Seniors on fixed incomes, working families, and long-time homeowners are now facing the possibility of sharply increased property taxes without any corresponding increase in income or ability to pay.

Many residents also feel the revaluation process lacks sufficient transparency and that questions or concerns are too often dismissed without meaningful review.

We therefore respectfully request that the Town of Plymouth take the following actions to protect residents and ensure a fair process:

1) Implement a property tax cap or limit on year-to-year tax increases resulting from the revaluation so homeowners are not subjected to sudden and unaffordable tax spikes.

2) Ensure that all residents have the right to appeal their property assessment without being immediately dismissed or discouraged, and that appeals are reviewed fairly and thoroughly.

3) Provide clear and transparent explanations of the methodology used in determining property values, including comparable sales and valuation data.

4) Expand and clearly communicate the appeal process, giving residents adequate time, guidance, and access to the information needed to challenge inaccurate assessments.
5) Consider phased adjustments or relief programs to prevent sudden financial hardship on long-term residents.

Our goal is not to oppose lawful revaluation, but to ensure that the process is fair, transparent, and accountable to the residents who live and invest in this community.

We urge town officials to listen to the concerns of their constituents and work collaboratively with residents to implement reasonable protections against excessive taxation and to guarantee a fair opportunity for appeal.

Respectfully submitted,
The Undersigned Residents and Property Owners of Terryville and the Town of Plymouth
